An accident investigation starts with
an investigation of the facts,and when the facts have been certified
as true,needed laboratory research is conducted.The results are
then holistically analyzed,and the cause investigated.
The results of the investigation are compiled into a report,then
submitted to the Minister of Land,Infrastructure and Transport,and
to be made it public.
In addition,when it is recognized to be necessary,the commission
makes recommendations or proposals necessary to the Minister of
Land,Infrastructure and Transport,etc.,for the prevention of accidents.

| Occurrence of an Accident/Incident |
In the event of an accident or incident,after
a notification from the Minister,the commission initiates
an investigation immediately.

| Fact-finding Investigation |
On-site and other fact-finding investigations
are conducted, and collected related reference materials.

Step3
Test and research needed to elucidate the cause of the accident/incident
is conducted. When necessary,the cooperation of Test and research laboratory may
be obtained.

Technical advisers
Technical advisers may be appointed during the investigation,to undertake an inquiry
into the accident from a technical perspective. |

The events leading up to the accident/incident,and
the cause thereof,are analyzed, based on the facts certified
by the investigation,and relevant testing and research that
was conducted.

| Deliberation of the
Commission |
(Deliberation of the Sub-committee)
The commission elucidates the cause of the accident/incident,
studying the certified facts and laboratory research,as well
as the analysis thereof.

Hearings
As needed,hearings are held,where involved parties
concerned,and Persons of learning and experience
are called in to give their views and opinions
on the matter. |

Before completing the investigation,the commission
hears the opinions of the persons related to the
cause of the accident. |

Step6-1
| Compilation of the
report and Publication |
When completing the investigation of the accident, the Commission
submits a report to the Minister of Land, Infrastructure and Transport, and makes
it public. In the course of investigation, the commission reports on the progress
and process of the investigation when necessary.

Recommendations and
Proposals
|
When completing the investigation,the commission,when
it is deemed to be necessary, makes recommendations to the
Minister of Land,Infrastructure and Transport,on the measures
to be taken for preventing aircraft accidents.
The commission also makes proposals for measures to be taken for preventing accidents
to the Minister of Land, Infrastructure and Transport or the heads of related
organizations.
